If you are referring to the current balance and the debt was paid, then the current balance must be $0.
That is not discretionary, and thus any dispute that challenges the accuracy that a current account is still reporting a debt balance but has been paid should result in a simple update of the current balance to $0.
The CRA has the discretion, even if the creditor fails to respond back to the CRA, to accept your factual showing of payment of the debt, and make the correction themselves under their reinvestigation authority.
Deletion based on lack of verification by the creditor only applies if the CRA cannot verify, and then it only applies to the information that is under dispute.
Any account must have a current balance, and deletion of the entire account is not required based on a dispute of some information under the account that is not related to the account being reportable per se.
