CA - need help

I just checked my credit report and found why creditors are having trouble with my ratings! lol
 
I have some collection accounts on my report from experian that I need help with.
 
First of all, my understanding of the FCRA , was that anything under $100 should not be reported.  If some of these show, shouldn't they be removed automatically?  I have one for $10, one for $26 and one for $8...wooppieee...I have no idea how these got to be collection accts but I did have accts with these places.
 
I also have some medical issues because my husband and I were both in hospitals and docs and etc. at the same time couple years ago and all sorts of bills, insurance stuff, items we never heard of, etc. and a relative also passed away owing stuff to same hospitals etc. with same initial first name and same last name...Consequently, from being sick, from all the confusion, it seems some bills got sent on ... one for $201 and $28 from Senex Services LRD on 3/2006.  Also $121 which I did pay  LRD 3/2005 and Capital One paid in settlement/acct charged off/$272 written LRD on 01/2004.
 
I also had something from Blair for $123 LRD 11/2005
 
My questions are:
1.  Shouldn't the low amounts under $100 be removed if I ask?
2.  I have sent the Senex Services a note that I would pay in full if they would delete the files from my bureaus and they said no.  They are calling me all the time to pay and saying that if I pay it will make my bureaus better.  IS THAT TRUE?  I have heard that once a collection account is on the bureaus, it doesn't make any difference if paid or unpaid...CA says that creditors will see that I do take care of bills when presented if I pay.  I can pay but if it's not going to help, I am reluctant.
3.  Any suggestions on how I can get Capital One written off acct removed?  Funny thing is, I have applied and received a $2500 card with them and have paid faithfully for over two years now. 
 
Any help, suggestions, comments will be appreciated.  Right now my score is 619 due to the fact that the Senex has recently hit my bureaus...Before that, I had decent scores, close to 700 even with all the rest of the problems I guess.

Nope. FCRA doesn't specify the amount of the debt that can be reported. Any amount is allowed to be reported, as long as it is accurate.

No, but I would try a PFD for them.

Score wise, collections are treated the same, paid or unpaid. During a manual review, paid always looks better. Who is reporting, a CA or the OC? Google "whychat hipaa" and read up there for the paid and unpaid collections.

Is Cap 1 reporting or the CA? What is DOFD, DOLA, and SOL? Find SOL here -

I thought I read that somewhere about the less than $100...I must be wrong.  Sorry to be posting on wrong board as well!
 
On the Senex Account, the CA is reporting and showing original creditor as Hospital.  Status says "Collection Account.  $201 past due as of April, 2005.  LRD was April, 2005. 
 
 On the Capital One, Capital One is reporting.
On Capital One, the LRD is 01/2004 and it has been reported since 05/1997 Date of Status is 01/2004 and for some reason, even though it was a joint account with my husband, it is NOT being reported on HIS credit bureaus.  It states "account legally paid in full for less than full balance".
The Status reads: Paid in settlement/account charged off. $272 written. 
 
I am going to look for the SOL now.
