Short answer, yes they can improve. I'd look at secured cards that graduate. My choice would be Discover. Get one secured you'd like (there are other good ones that graduate) and then garden what you have.
Keep utilization down and stop having late payments. If you can't pay cash for something immediately, don't put it on a cc. Don't mean to sound preachy, but that's the only way to not continue getting lates and keeping scores down. Once you have a third card, grow what you have and try to get rid of the negatives. Time is the best healer.
Get on chat and see if Cap1 has any upgrade offers for your card. If they will PC to a QS or QS1 you could at least get cash back for what you do use there

Cap1 unlikely to PC with recent lates on that account.

How old is your vs account? They were one of my 1st cards when I started the rebuilding journey. They were actually very good about cli. Is it too soon to ask for one? Have you been late with that payment at all?

Re: Can my score grow with charge offs?

im pretty much capped on my score right around 700 accross the board with 4 CO . Mine won't change much until those are all gone. it hasn't stopped me from getting credit as they are all old and drop off in 2019. I have over 300k in avalable credit

I believe its about a year to year and a half old? but yes I have had a a late payment on that one so I probably wont see a CLI anytime soon ;/ is it something they usually do automatically? or something that has to be asked for

DOFD 7 years plus 180 days, but you can try for early exclusions TU is 6 mo from DOFD, EQ and EX is 1-3 months YMMV. TU will have the fall off date on your credit report. You can get all 3 from annualcreditreport Those will have your DOFD on them and be much more accurate. . Also you can get a copy anytime your denied for credit or AA on any account.

Re: Can my score grow with charge offs?

I had 3 Citibank charge-offs reporting across all 3 bureaus. still able to get over 700 TransUnion, experian. The problem is when your score gets up those lenders still reject you because of the dirty .marks. It is frustrating to see people with lower scores, bk, very little history get approved for something I cannot get.

Re: Can my score grow with charge offs?

My charge off were fortunately crap CC. merrick, 2 FP, and credit one. So I didn't burn anyone that's of any significant. They are all paid back. So I've been able to get in with the good lenders.

I feel your pain.  I still have not been approved for anything with Citi except for store cards and same with Chase (have Macy's and turned down HD cause limit was too low compared to my Lowes account.)   Doesn't bother me as much as it once did since my focus for 2018 is getting credit products from NFCU or PenFed or hopefully both.

I sent you some email addresses to hopefully get the collection removed for AFNI
