If someone can fwd me the 411 for the EO as well, as both of my cards are at the ceiling it seems according to customer service.

I had contacted the EO on thurday via email, they called me back on friday. When I logged into Capital One this am, my CLI had been approved! from 1k to 2k as requested! Thanks for the info everybody!

I email the EO yesterday and received a call today.  The lady from the EO named Linda was very nice.  She just verified my identity, ask if a partial increase was okay and then took some income verification information.  She said she will hand it over to the credit analyst for a manual review.  She mentioned it will be a soft inquiry.  She also said I should receive a call from a rep in the HSBC EO since I ask for a CLI on my HSBC account too. The whole process took less than 5 minutes.  Keeping my fingers cross for a CLI something this week or next!

Let me know if you have luck on your Cap One/HSBC.  I have 2 cards through them and have never had an increase.  Of course, Ive never asked before either.  Oh and I could use the email address too.
