Combining multiple Cap1 cards

I have 2 QS and 1 QS1 cards. The second QS will be getting the credit steps on 9/26. Is it possible to combine that card and the QS1 into the other QS at the same time? The QS1 and first QS are 2 months older than the second QS so I won't be losing much time towards the 6 month CLI.

AFAIK they must be combined in pairs.
