The two CRA policies regarding removal or non-removal of collections are based on different issues.
The CRAs are in the business of selling credit histories, and the more complete the history, the more value it is to their customers in evaluation of grants of credit and other decision making.
Thus, they have a clear policy that otherwise accurate reporting is not to be deleted by the creditor or debt collector based on payment of the debt. Payment of the debt terminates any delinquency, and thus the continued derogatory status.
However, there is an exception to the "completeness" reporting standard of the CRAs for collections where the debt collector has their collection authority terminated with the debt remaining unpaid. In such circumstances, the debt can be assigned or sold to a new debt collector, and the new debt collector has the right to immediately report their collection to the CRAs.
CRA policy is that there can be only one collection reported on the same delinquent debt, and thus in order to preclude the simultaneous inclusion of multiple collections based on the same debt,they instruct debt collectors to delete their reported collection if their collection authority is terminated (either by termination of an assignment by the current owne of collection authority, or by sale of the debt if the debt collector owns the debt).
If a consumer elects to pay the original creditor when a debt collector still has active collection authority, there can be no subsequent assignment or sale to a new debt collector when no debt exists, and thus the CRA does not stiplate that any reported collection be deleted.

It appears the OP paid Comcast. Comcast would not have accepted payment if it had sold the debt.

True. So what will the CA list on the OP's report? Consumer paid OC? 0 balance? They cant show a balance now.

Most importantly, is that whatever outcome you negotiate, you need to get it in writing. Which the OP got a chat copy stating they would recall and delete. Part of the written agreement should be an acknowledgement by the original creditor that it owns the debt and is willing to request a deletion of the debt once the balance of the payment arrangement is paid. Send a copy of the letter to the collector. Once the debt is paid, they original, and any subsequent collection accounts should fall off of your credit, or if they don’t, you now have a letter confirming the arrangement that you can send to the credit bureaus for deletion of all of the associated accounts listed in your credit report.
