Could really use some help!

PLEASE... FICO Experts.. I would greatly appreciate some help with this 🙏🏻🙏🏻

Can someone please tell me if this account is reporting correctly.  This is an overpayment of a Pell Grant I received in 2012.  Dept of Ed stated I owed them $183 after dropping one of my classes.  Found out about this in Aug 2018 and paid immediately.  Then I noticed on my Equifax Credit Report, that the account was being listed as an installment loan with 36 mo payments thru 8/17, and then defaulting.  Not true.  Only made ONE payment and in full, Aug 2018.  Dept of Ed states that this is a collection that the college sent to them in Feb 2013 for collection.
Can they report those (15) 90 day lates, and multiple 120 day lates on a "collection account?"  They added 120 lates for Sept, Oct, Nov 2018.  Can they continue to report 120 lates after paid in full?  They recently added the "collection account" to the file, but they won't remove the payment history, stating the this is the way Dept of Ed is reporting the account.  I've disputed twice thru Equifax, sent letters directly to Dept of Ed, specifically requesting they investigate this and report the account correctly.  Still no corrections.  I've been in touch with DofE Ombudsmans office and they claimed it would be "looked in to."  That was well over a month ago.  I'm so upset over this and at a loss on what I should do.
