This is regarding a credit card that was late, sent to collections agency and then paid off

It says: "Paid, Closed. $0 written off"

But the last month of the card it says "CO" which I assume is charged off

Is that the correct designation ?

Yes they can put that. After all, it did get charged off, and once it does, if can't be undone. It won't say current because it wasn't current. It went delinquent and subsequently got charged off.
