Creditor report debt even though refusing payment?

Hi, I contacted two creditors to arrange payment and they are both refusing payment, even if I were to pay in full, yet they continue to report a balance. Are they still allowed to report a balance if they are refusing to accept payment? One is a credit card and one is a car repo. I've called several times and they just won't take my money, I don't know what to do. What steps should I take to resolve it? I've contacted the Better Business Bureau regarding one of them, I might do a CFPB complaint, I emailed the top CEOs, should I do a credit bureau dispute? I'm afraid if I do that I'll mess up my mortgage app, which I'm hoping to do in 20-30 days from now.

What is their stated reason for refusing a payment in full?

One of the creditors (Capital one) refused payment because they had assigned (not sold) it to a collection agency. That collection agency said they returned it to Capital One in 2017 due to a bankruptcy, I have not had a bankruptcy since 2008 and this charge off was 2016. They told me to call Capital One back, I requested a a callback from a higher up, I heard from the Executive office at Capital One, she said she re-assigned it two days before to the collection agency, even though they were aware I had been diligently reaching out to Capital One asking for them to accept payment. So I called the collection agency back they had no record of it being re-assigned to them and it could take up to 2 weeks to be re-assigned to them, the rep said that at that point they would likely return it back to Capital One yet again due to the bankruptcy notation on the account, so neither the collection agency or Capital One is willing to accept payment, it's held up two weeks at least (I've already been dealing with this for one week) and even in two weeks, I'll likely be back to square one again, still unable to pay either company. Even if I paid in full, neither company will take any money from me.

The other creditor refusing payment is an auto account, they said it was so old it would have to be assigned to a business partner (collection agency that doesn't report to credit bureaus.) That also will take 20-60 days, so I'm unable to do anything to get the balance to zero and am stuck waiting for if/when it gets assigned. I asked them the business partner they use, they said they use a couple and named the same collection agency that I can't get the Capital One matter resolved with.

How frusterating!

 

Yes, the OC/CA can report even though they are refusing to accept payment.

 

Do you have any written proof that you have tried to pay the debt?  That they refuse the payment?  If yes, submit that with a dispute to the BBB and the CRA.

 

Another option is to send payment through your bank.  A lot of times, when the payment is sent electronically, it is accepted.  You will have proof  that you have paid the debt.

No written proof yet, I submitted a Batter Business Bureau complaint, at least that way it can be documented. I don't think I could just try to pay them as I have two other Capital One accounts they would likely credit this to, I. I longer have online access to that specific credit card and I've never been given access to the collection agency login.
