Obviously I'm no expert, but I think you might have a good chance at a dispute. But it may just wind up being a refund of the difference in interest rates. It's USAA which is a military style bank, so Im sure they have provisions. Anyway off to work, have an awesome day.
If they are billing you at an incorrect interest rate, I would file a dispute under the Fair Credit Billing Act (FCBA) as opposed to the FCRA.
However, your issue with having been late is not related to the issue of the proper interest rate, and would not be a basis for requiring removal of the late from your credit report.
I would pursue that matter via a GW request to higher management.
An email may not be get it done, while a phone call might bear fruit.
Perhaps you have someone in the states with a power of attorney who can make such calls on your behalf?
