FDCPA does not require them to respond within a set time frame, in fact they don't have to respond at all.
However, they can not continue collection activities once they receive a DV request until they answer.
What did they send for DV?

Because whoever wrote the DV letter example you used decided that they wanted to put that in there is the only good reason I can give you.
Per FDCPA, they must show "proof of debt" and name/address of the OC, if requested.
It seems the problem lies with the OC and possible ID theft, not the CA misidentifying you.
I would be contacting the OC and try starting there to get this resolved.
