How to handle two collection accounts despite having 700 score?

One is on my Equifax with a 707 Fico score. Previously disputed online back in 2007 and Equifax validated and provided the following update. Follow the post further down for complete details.

The other is a fraud account that has long been removed from EQ and TU except from of course Experian. Its from Pacific Gas & Electric 425 Market St. San Francisco, CA 94105 Original Creditor is same PGE. Its reported as a Collection Account. $448 past due as of April 2004. Status details: This account is scheduled to continue on record until February 2010. This item was verified and updated on Jul 2005. Twice tried the online dispute with CRA and still remains. This could be a big hurdle if I apply for a mortgage despite the the 700 score. How should I handle both collections? I have read about DV, PFD, GW, letting them drop, SOL, so forth and so on but what is the best strategy in my case?

Equifax collection details below. If removed, interesting to see if score improves from 707. The OC does not report this account.
