Just wanted to add........the above is just a suggestion on how to handle. It is not guaranteed to work and I don't know if it will. I've never had to deal with this problem. Am actually suprised, considering I am a JR.
 
It is your choice as to whether you send them a letter changing your address and whether you dispute with the CRA again or not.
 
Good luck and sorry to hear this is happening to you. I know it must be difficult.  I don't know if placing a statement on your files, something to the effect of "I am not the Jane Doe who lives in Utah. I have never lived in Utah. Please check your records before placing accounts on my report" or something to that effect............just taking stabs here. Don't know if it would help or not. Guess it would depend on whether the CA pulls the report before they report.

Thank you Sidewinder for your advice. I just wanted to add that back in February I did send the creditor and the CRA letters stating that I wanted the address removed CMRR. EQ and TU responded to my dispute and removed the address. EX will not budge because the creditor is still reporting the inaccurate address. The creditor never responded to my dispute. I know that the BK and judgment were not the result of identity theft because the SSN and DOB did not match. I called the courthouses and checked. And an EX rep said the reporting of those items did not include the social.

However, perhaps this person has now decided to use my SSN (he has it because my SSN is the account number for the student loan). I pray that it is not the case. I will send the student loan servicer the letter you suggested. Thank you so much again.

If they both have already had letters sent CMRRR, I'd skip that part.
 
How long after you sent the creditor the change of address, did you wait to send EX?
 
Did they have time to update before you sent and disputed?
 
And do you have it in writing from EX that they will not remove b/c the creditor is reporting it?
 
 
It may be time to send one the ITS letter to the creditor, outlining FCRA. If you sent everything CMRRR, you have paper trail.
