Long story short, after many phone calls, letters and much agony - Barclay is still claimining that they "can't find" the funds that Capital One returned. I had sent Barclay a letter in which I provided the proof Captial One gave me: two numbers that they used to trace the electronic funds (I forget what they are called but have the numbers on file and in the letter I sent Barclay.) Capital One had not been able to find it for a while because Barclay provided an incorrect account number on the transfer, but Capital One eventually found it and returned it to Barclay. I asked Capital One to provide me something in writing, but even after talking to several managers, they have not done so. Two managers said they would send something via mail. One sent me a completely and totally useless card statement. The other has not arrived after several weeks of waiting (the manager said they can't fax or email.)
Essentially, Barclay is saying I owe them the $1240.00 for the balance transfer, because they can't find the funds Capital One returned. They keep saying they need a copy of the check, I keep reminding them it was an electronic transfer, they say the numbers that Capital One gave them to trace it aren't enough since they can't find it.
I am at my wit's end with this. I feel like there is nothing else I can do as an individual consumer to resolve this. I am not even sure of what professional help to seek. An attorney? if so, what kind of law is this exactly so that I know how to locate one?

i am very sorry that you're in this spot, it sucks to be the ball between two courts, barclays and capital one.
i would have, once seeing that capital one had a surplus of 1240 because of barclay's...asked capital one to issue a check out to you and in turn, pay off the card that way to ensure it transfers back...but there is no point in dwelling over what is done
do you remember the rep at barclay, who you spoke with? was it that rep that you had initially asked for a BT or was this something you applied for via internet, and than called in because you didn't see anything immediately or was just curious?
i'm wondering how the BT happened in the first place when you thought it wouldn't...
if i were you, if that rep did help, i would look in my phone records and see when that call was placed, and ask them to look in the recording, and see that the rep told you a BT couldn't be made...and than push on that point for them to work with capital one to figure what the hell happened.
if, it was something i did online, and than spoke to a rep and got mis-informed...
i would go to capital one, and let them know that barclay's is claiming the money isn't returned, show them the statement (with the CC they electronically transferred to) as proof, and than ask them to trace the money THEY sent and make sure that it did go to Barclay's.
They'll either send you proof that it was sent (and this is the funny thing, sometimes it does take a few weeks for Barclay's to see it on their end, so it just may be a waiting game for you). Or they will see it was sent to the wrong number, in which case, they should be able to recall the funds themselves, and correct the situation.
If, I were you OP, depending on the timeline of everything, I would just actively make sure I record everything in writing, of all my interactions with the CS reps (names, time/date, and what was said).
Than wait it out.

If its been a couple of days.
If its been a couple of weeks (eg more than 3) than you really need to light fire under someone's behind...i don't think a lawyer is neccesary though. wouldn't do much and would cost you more than APR you'll incur letting the 'balance' sit for a few weeks (if the barclay's transfer went through, but you didn't get 0% APR and that's what the rep meant for not qualify).
Yeah, I did a BT with Barclays and was surprised at how long it took - it was over two weeks before it finally hit my Cap One card.

Sorry to be dense here, but what are EO offices? I am drawing a blank on that one. I already told a manager at Barclay's that I was going to share my story all over social media. They didn't care.

Okay, so I search for the Executive Office of each credit card co. (Barclay and Capital One) and attempt to reach someone in that office?
I would concentrate on Barclays for now... once Capital One rejected/returned the BT, that put the onus back on Barclays to make you whole. Capital One has already provided you all the information they likely have regarding the returned funds; it's now up to Barclays to find where they credited it.
Worse-case scenario, you could simply dispute the BT transaction with Barclays and make them research the entire turn of events, which would likely be successful (eventually) however it would probably be more efficient to go through social media/EO (you'll probably get more seasoned CSRs).

Since there is an issue with the actually transaction, I would concentrate on both parties right now. Have Cap1 do a search on their end to find the final transfer papers (if I remember correctly, there were two, one with an incorrect account number for Barclay) which will have a date, time and transaction number. With that information, it will be easier for Barclay to locate the transfer.
Instead of sending a letter, I would send an email. Or call them, this matter needs to be settled ASAP. Going to social media or emailing a CEO will definitely get you a response faster, so I would suggest that as well.
