I had IC Systems on my credit report for $66 for an ATT bill. The thing about it is.... I have never had any service with AT&T. I sent them a DV letter and they responded with a letter saying they will no longer pursue collection on the account and they will request that the CRAs delete it from my records.
I just hope they haven't sold it to another CA.

IMO making a payment on it would negate a DV since you basically made it yours. I would proceed with the PFD offer.
You can always send a DV, but any DV at this point would almost certainly be untimely, and thus impose no cease collection bar.
If untimely, it could simply be ignored.
When you made a payment, was it as part of an agreed payment plan? If so, you may be under a contract, and obligated to continue payment.
Additionally, your payment may have reset the SOL. Check the SOL statute for your state.
You can always request mofification of whatever payment plan you have already agreed to, such as offering to pay the debt in full at this time in exchange for their agreement to delete their collection. You can give it a go.....
