Is it just a feeling or fact. If you make minimum payments on CCs or loans they update to the CRAs like clockwork. Pay of the debt in full and they delay updating the CRAs by days or weeks from the norm.

Feeling
Personally I have never observed that phenomenon but when you are waiting for an update it feels like it takes forever and is when reporting seems to be delayed but in reality reporting can be delayed when the normal payments are made (has happened to me)
To me it feels like anything negative hits my reports immediately but anything positive and I'm waiting 30-60 days. In the last 45 days I've paid off a few charge offs. Dropped my overall utilization 10% and have a collection I'm waiting for delete. And nothing has updated.I had an annual fee hit one of my credit cards so my balance went up $10, I paid it before it even processed on Amex but was still reported to credit bureau that my balance increased and I lost 10 points!!!
