I had an account with Capital One, over 10 years ago. It is no longer reporting on my CR but Portfolio Recovery Associates keep calling me attempting to collect on the debt.
I believe it is outside of statue of limitations as well, but I don't want to risk it. Shoudl I send PRA a cease and decist letter? Should I request a debt validation or should I just let them continue to call my phone from every number in the phone book until they decide to stop?

I would first confirm that the SOL has expired for this debt and if so I would send that letter to cease all further communications. That is the only thing that will stop the phone calls.

Which state should I check to verify that this is outside of SOL? Il ived in Florida for time and now I am in Georgia, should I check both? Where would I find out what the SOL is for each state? And since this was a credit card account, should I search under credit card agreement's, contractual agreements, etc?

Generally it's where you live now. The SOL in Georgia for CC's (considered open ended accounts) is 4 years. But do your own internet search for "Georgia Statute of Limitations" to make sure I am saying the right thing.
