Sure - but so? You're not paying the high APRs, you're getting benefit from the credit line, and future creditors don't know what the APRs are.

but if at some point god forbid i need to carry a balance...then i want it to be as cheap as possible.
So don't carry a balance on this particular card. Cancel it and you don't have the option to - keep it and if it really comes down to it, it's your last-resort card. And it adds to your total CL, which affects your overall utilization positively.

but at what point will i be denied credit because of too many accounts. i want better quality cards to replace the ones that screwed me over by doubling my rates

In the end you have to decide what is best for you but "better quality cards" are not immune to rate jacking, credit limits being reduced, and/or account closures. I know from first hand experience.
