No you don't. I would contact your AG in your state and let them know the local police department is unwilling to help you. Watch how fast they take the report when the AG gets invovled.

Just got off the phone with the other PD he said to type a statement so he can present it to the states attorney

No no no no!!!!! The police report goes to the CRA's!!!! The AG only gets involved if the police department refuses to write a report on the Identity Theft!!!! Hence this is a Identity Theft on your report it has to go to the CRA so they can place Fraud Alerts on your files.
