OC no longer accepts payments

I have a Dr. bill from 2004 on all 3 CR's.  I called the OC to find out if I did still have a bill with them.  The office manager then tells me that they no longer have that information as all billing issues has to go through the business finance office.  The reason for this is that the hospital and medical offices are not under a bigger hospital.  I called the business finance office and was told that all files are with the collection office and I will need to go through them for paying off bill.  Would I still be able to follow the HIPAA process?

How much do you owe on each? You have the money pay them in full, right? I assume the CA hasn't reported them yet?

I have the money to PIF.  One is for $121 and the other is $61.  the CA has been reporting since 2005.
