definately need help as what to do here

I have a co on my report that says its from GEMB/CARE CREDIT I had a person that keeps calling me that says hes from NES but when I called GEMB they say I need to call arrow about it.

I am familiar with Care Credit, it seems I just focused in on GEMB. Don't you have a CA reporting this too?

I tried to deal with gemb but they just said to contact Arrow

When it comes to med debt, there are laws against the OC reporting them. But your situation is different, Gemb is not your normal OC when it comes to med debt, they're not a doctor, dentist or a hospital. Even if Arrow reports, you might have problems getting GEMB to delete this med CO.
