As I said above, my problem with the non-helmet-wearers is that so often they have inadequate or no medical insurance, and if they wipe out, their injuries tend to be terribly disabling, and the rest of us wind up picking up the bill. On top of which, they generally wind up at the public/ teaching hospitals, which are grossly underfunded and under-reimbursed anyway, and they wind up being a catastrophic financial loss for these hospitals, which then have less money to spend on all the others who need it.

It should not be required. It is the riders fault if they choose to ride without one. There is no surprise what happens without proper gear and it is a risk they decide to take. Always wear proper gear which includes more than a helmet. I nod my head when I see guys with flip flops, wifebeaters and shorts...
