If it is the next official step would be to file a complaint with the student loan Ombudsman. It you could go straight to the second complaint which would be with the Consumer Financial Protection Bureau (CFPB). You'll upload a PDF of every single thing you can find relating to this to paint a complete picture. You should get a response.
Thanks @Sabii. Magically, my SLs showed back up on my report. Kind of weird that they disappeared and reappeared. It is what it is. 
Just saw all of your posts and wanted to let you know that I was checking on my son's student loans and had messaged them about a payment plan we had in place and they told me that they were no longer his servicer. I asked what they meant by that and they said that the balance was paid off because his loans had been sold to another servicer but she could not tell me who it was. I told her we had not been notified at all. She gave me this number to call 1-888-272-5543 Mon-Fri to find out details because she couldn't give me any more information. This sounds like what might have happened to all of you also. Better to check and find out so you are not late on anything. Unfortunately they are able to sell them to other servicers without beforehand notice which I feel is wrong. As much as I would love to hope someone paid his off we all know we aren't that blessed

Funny you should ask- I just noticed and posted that my negative items from 3 different SLs vanished off my EX report in September. Still showing up on the other CRAs, though. Mine weren't Navient, though. ACS/SLFU which I think was bought by NelNet, and two FedLoan Servicing accounts.
