Do you have recent full reports from all three CB? If so, you should be able to figure out what is responsible for the discrepancy.

Each CRA is allowed to customize the Fico 8 scoring model to a limited degree. One CRA may add emphasis to one attribute while another adds emphasis to different factor. Which CRA shows the highest score is dependent on profile. In your case EX is the outlier but, for someone else it could be TU or EQ.
The tweaking allowed in Fico 8 is much less than the older Fico 04 and Fico 98 "mortgage" models but, more than what is allowed with Fico 9. Assuming all CRAs contain the same data it is not uncommon to have a difference in scores of up to 20 points with Classic Fico 8 and even 50 points on the older Fico Mortgage models. With Fico 9 differences in score should be minimal, say under 10 points - if data is exactly the same in all CRA reports.
As an example for mortgage Ficos: EQ Fico 04 (score 5) is quite sensitive to # cards reporting balances - TU Fico 04 and EX Fico 98 are not. EX Fico 98 looks at NPSL charge card balance/(high balance) as a factor - EQ and TU Fico mortgages do not. Below is what I experienced:
1) 6 of 6 cards reporting balances: ...EQ Fico 04 (score 5) = 764, TU Fico 04 (score 4) = 812, EX Fico 98 (score 2) = 832
2) 5 of 6 cards reporting (AMEX 100% B/HB): EQ Fico 04 = 787, TU Fico 04 (score 4) = 815, EX Fico 98 (score 2) = 830
3) 2 of 6 cards reporting balances: .. EQ Fico 04 (score 5) = 809, TU Fico 04 (score 4) = 823, EX Fico 98 (score 2) = 839
Below is some data showing score ranges of Fico 8 among the CRAs compared to Fico 9 score ranges. In 2/2016 there was 1 INQ on EQ. For all subsequent months the CRA reports were identical with zeor INQ on all three CRA files.
The Fico 9 scores are much closer together - due to added restrictions on CRA model customizing. Not sure why BC Fico 9 scores average 15 points less than BC Fico 8

Regarding your score, take a look at which items report to which bureaus. MyFICO.com has a great view for this, if you subscribe. Differences in my scores typically trace back to items that ony report to specific bureaus. So something not reporting to EX, for instance, impacts AAoA, number of accounts, etc. Also, account opening dates differing across bureaus could have a similar impact, but only if the differences are significant. I have a car loan that only reported EX for a year or so, but then started reporting to other bureaus, so it shows up as an older account on EX.
