70 point drop for going from 40% Util to 51% util??

I forgot to pay $10 minimum payment ($13 total balance) on my CFNA (Firestone) credit card, now they have taken my credit limit down to $0 for somereason and reported this to all the credit bureaus. It took my overall utilization from 40% to 51% and my score dropped from 720 to somewhere in the 650s. If CFNA rereports my credit limit will it go back up? Also was this due to it looking like I was over my limit ($13 on a $0 credit Limit)??

Nope late payments in last 7 years=0

When a CC does not report a CL or reports a CL of $0, then that CC and its balance are not used in the utilization calculation.  So no, your card is not being treated as being overlimit.
