A balance on my capital one card was decreased a 170 dollars, and put me below 30% utlization. Why did it lower my score 5 points?

If you worry about what causes every little drop or rise in your score it will drive you crazy. There probably was some other factor that you were unaware of that caused the drop. Also remember while scores are important creditors are more concerned about what's in your file than the score.

I echo the comment not to let the roller coaster that is scoring get to you.
It's perfectly nomal for scores to go up and then back down a few points from month to month.
For example my wife gets her FICO TU 08 score through Discover. In November her score went up six points compared to October. This month it went down eight points.
What changed? I have no idea.

I agree as well. My Equifax score may go up and down by as much as 5 points within a month. If my balance increases I get a two point score increase. If I use a dormant card I get a three point drop. If my overall bank card balance decreases I get a two point drop. If my overall bank card balance increases I get t two point drop.
I have never tried to figure out how the various matrices work. I am most concerned with payment history, inquiries and public records.

Trying to do that is like
It's not worth the time. As you said concentrate on the things you have control over and you'll be just fine.
