I’ve just noticed that some credit unions will not change their dates and I’ve noticed that similarly those that report on the last day of the month seem like they will not change their closing dates either.
A reporting date isn't necessary the same as the closing date. I have several accounts for which the reporting date is a different date than the statement closing date.
The PSCU-managed accounts I have had did report the balance as of the closing date.

I totally agree closing date and reporting date are not synonymous. I also have accounts where they are different and where they are the same. Nevertheless, I stand by my statement that I have noticed some financial institutions that report on the last day of the month and some credit union will not move their closing dates.
OK we're in total agreement then
