I have the same problem with my new discover card. its now showing up on any of my credit report. I am not planning on calling CRA and making them report it. I have a balance on the credit card and if I tell them to report it then my score will go down.

Have you had any name changes since you opened the account? I'm assuming that you have confirmed that this account appears on your EX and EQ credit reports.
I don't have a Cap One card, but with the exception of small store cards, all my CC accounts are reported to all 3 bureaus. Though creditors are not required to report to all 3, I have to believe that major issuers do so.
