Just today I requested a CLI on my Citi card and was approved for an increase of $1400. This brings my CL to $7000. When should I expect to see this increase reflected in my credit scores?

A CLI in itself doesnt necessarily affect your FIco score, if its going to it would first have to be reported to the CRAs for any possible Fico score change. Where the score change would come from if there is one is in the utilization category and how much of a change would depend on overall CLs and if there is any balance on this card itself. Moving this to UFS. Grats on getting your CLI
As others have said there is no way to tell but to have you look at future reports.
However:
If it was a HP for the CLI this could hurt or help you. If you had no inquiries for 1-2 years you may see it go up. If it adds to inquiries already there you will likely see some points removed. If it was a SP increase no change.
Are you carrying a credit card balance? If the additional credit line lowers your utilization below various thresholds it may give you a boost. Certainly not set in stone but falling below 90%, 70%, 50%, 30% and 10% utilization are all points at which I have seen scores change for me. YMMV
