A utilization drop from 22% to 14% would not yield any score gain, as no threshold is crossed (29% or 9%) so you can be sure that the points you gained were 100% due to that charge off being removed.

It could, but the amount of points would be minimal in my view. Aggregate utilization is King to individual utilization. While that is a big drop from an individual card, it's not going from maxed out to single-digit, where even doing that some people have only reported a small (5 points or so) gain if the resulting drop didn't cause their aggregate utilization to cross a threshold. How many total cards do you have? I would also believe that the gain you experience may have something to do with the percentage of cards that are changing. By this I mean if you have 3 total cards and drop from 61% to 24% utilization on your only one that's above single-digit utilization you'll likely see more of a difference than someone that's got 15 cards and does the same thing.
