CC util includes all open CCs with a balance and CL, and includes open CCs reporting open with a $0 balance. Util also includes closed CCs provided it still reports a balance. For example a charged-off CC with a balance can still factor in many cases. Finally, many LOCs and HELOCs still factor in up to a certain limit.
Closed or settled CCs reporting a $0 balance are forever excluded from util calcs.
