If a person keeps the credit utilization at a steady pace, example: 30% monthly, let's say... for 3 months... does the credit score tick in mirror of this happening?

The length of time you're at a certain utilization level is irrelevant to scoring. The only thing that's relevant is your utilization today as it appears on your credit reports.
Take this example to illustrate my point:
Path 1: Cornelius from January 2018 through October 2018 was at a steady 95% overall utilization each cycle. In November he paid his utilization down to 45% and in December he pulled his scores with that 45% utilization now reported.
Path 2: Cornelius from January 2018 through October 2018 was at a steady 1% overall utilization each cycle. In November his utilization increased to 45% and in December he pulled his scores with that 45% utilization now reported.
In December 2018, Cornelius would possess the exact same FICO scores regardless of which utilization path he took throughout 2018.
