EQ 04
is the EQ 4 module judged more harshly than the EQ 8?

You EQ-04 can be higher or lower than your EQ-08 scores. They weigh different factors differently.
EQ-04 is one of the scores most mortgages are underwritten with. Credit cards apps are more likely to be judged with FICO 08 scores. However, there are banks and credit unions using older FICO models (e.g. PenFed uses FICO EQ-NextGen). There are also banks that use Fico 08 bank card enhanced scores (e.g. Citi uses EQ-08 bank card enhanced for at least one of their credit scores).

A majority of profiles score lower on EQ Fico 4 than on EQ Fico 8. Also EQ Fico 4 has a real world max score of 818. EQ Fico 8 real world goes to 850.
Edit add - Indications are Fico 8 prefers to see activity on multiple CC tradelines "shows good use of credit" whereas Fico 4 prefers activity on one or two tradelines "prudent use of credit". Installment loans & mortgages are scored differently as well between Fico 4 and Fico 8. Perhaps Fico 8 is more favorable to profiles with open mortgages that show a few years payment history and are substantially paid down.
Hmm I wonder what makes me different. The Oldest account I have is 21 years old perfect history no lates and highest utilization ever was 50 percent that Im an AU of. No Mortgage No Auto Loans just credit cards and Student Loan thats in good standing.
My EQ04 score is always higher. Currently at 696 while EQ08 is 721. It's been like that since I started watching my scores a few years ago.

Some possibilities:
1) FICO 04 is more likely to count your AU account. The AU account can either help you or hurt you depending on the utilization, age of the account and any baddies.
2) FICO 08 really likes to see a credit mix of installment and revolving. If your student loans are currently being deferred, they may not count for the credit mix. It doesn't matter as much if your have installment and revolving with FICO 04.
For me, FICO 04 is more sensitive for the number of accounts I let report a balance/utilization. My EQ-04 score normally hovers around 750-760's with my TU-08/EX-08 scores in the 780-790's. When I try to maximize my scores before an app spree, both 04 nad 08 scores settle around 800-810.
