Do soft pulls have up to date information?

I've noticed with my last two soft-pull based CLI requests (Apple Card GS Bank and Sychrony PayPal Credit - both declined) that they are coming back with outdated information and an old score. Is this the way the system is supposed to work?

 

The data is about a month old and in the last month I have paid down my util to 0 and boosted my score by about 70-80 points depending on the bureau (confirmed with myFico subscription)

 

Should I be waiting until this updated info has a chance to propagate to my creditors? How long does this normally take?

some creditors use their monthly account review pulls as opposed to pulling a fresh new report for every request
