Does maxing out a personal line of credit report the same as maxing out a credit card?

Does maxing out a personal line of credit report the same as maxing out a credit card?

I'm thinking about establishing a personal line of credit (not personal loan).  If, for example, I receive a line of $25,000 and I use $25,000, do I get "dinged" the same as I would if I maxed out a $25,000 credit card?

An LOC is typically treated as a revolving account, and thus I would assume that maxing it would have a similar effect to maxing a CC.

 

A personal loan is treated as installment, and installment loans are scored differently and always start "maxed out" by definition.
