EQ score drop from 672 to 661? Help?

I got the score watch 30 day free trial today and my current EQ score is now 661. A week ago it was 672.

I applied for a EXXON/MOBILE MC and was declined. They pulled an inquiry. 

Also, it now states my avaiable new credit is not good?

How does that effect my score that much? 11 point drop for a decline?

Please help

My utilization is only 8% on one account.

The 11 points was from the INQ. That's pretty harsh for a hard, but last year, I lost 12 pts for an INQ. Of course, it was me going from 787 to 775 (kinda twitchy that high).
