The PenFed is FICO 9 Classic.
The Citibank is Bankcard FICO 8.
Very different.
To answer your question on how long Penfed updates, in general, it was always quarterly. However, in this year there have been a couple times where it seems they updated sooner than that. I believe mine updated in April, and again in May.
