Are those Experian inquiries from rate shopping an auto loan or similar loan by chance? If so and they're coded correctly, they're being scored as 1 inquiry and not 8. Just something to consider.
It's also not so simply to say that you have a 28 point variance between your scores and since one difference is 7 inquiries that 28/7 = 4 points per inquiry. For one, not each inquiry is going to be "worth" the same amount. Some are more than others. Some can even be 0 if they are "binned" with another inquiry.
Another thing that's crucial to understand is that scores across all 3 bureaus can vary 10-20 points easily and even up to 30-35 points (outliers) when inquiries are all equal and report data is the same. That being said, your Experian score may be lower than the others naturally even without taking the inquiries into consideration. It could also be higher, who knows.
