The OP stated that it's not a medical collection a few posts above.
I'd suggest the OP continue to go after a PFD. Like a GW adjustment, it's not uncommon to hear "no" a bunch of times before finally getting a "yes" response. They do want their money, so it's in their best (financial) interest to honor the PFD if it means getting paid. Ultimately I'd pay the debt in full anyway, but I'd hammer them for another 2-3 months first with PFD requests first.
