There's no way to answer that. Some people have a FICO 8 that is much lower than their FICO 9. Some people have a FICO 8 that is much higher than their FICO 9. It all depends on what a person's reports looks like.
And to add to that (and you may already know), there are industry FICO 8 scores (auto, credit cards) as there are industry FICO 9 scores and even older models. So even with the different algorithms between basic FICO 8 and FICO 9, there are even more different algorithms for the industry standard scores.
It's always helpful if when applying, you can determine which score the creditor may use. And sometimes, even which bureau if they only pull from one.
But also keep in mind that even if a lender is known to only HP on one specific bureau, they can very well be checking out your other 2 reports via SPs, known as "silent pull(s)."
