I'm on a rebuild after one 30 day late this past July dropped my score over 50 points.
I plan to start Round 1 of GW letters Monday to try to get that 30 day late removed (wish me luck, it's with Cap1/Maurices store card)
My FICO 8 scores are all 3 around 667.
I have a chase card with a CL of 13,200 and a balance of around 6k. I'm trying to get it under 30% but would love to do a BT to a 0% interest card. Credit karma says I'm pre-approved for some cards but I don't want a HP for low CL. Should I wait and let my scores go up before I app?
I would not trust Credit Karma as it is paid marketing, have you tried Discover prequalify website?
Having Chase under 28.9% would help.

It's a good thing you started with GW letters.
Those lates are recent, so it may be incredibly difficult to qualify for decent BT card, you will need to continue with your efforts to get that GW deletion.
Reducing utilization can help with getting your score higher, but it wont be by 50ish points.

Agreed with Smart, as most here would. Don't base your prequalifications from a third party site such as CK. Your best bet is to go straight to the creditors/lenders website and see if they have a prequal tool. Citi is known for their BT cards/offers. I would start there as you can see if you prequalify on their site for let's say for their Simplicity card?
With a fresh 30-day late, it might be hard to get approved for a decent BT card, or if you do get approved, it'd be with much too low of a CL. Your best bet may be a credit union.
I just went to their site and did indeed pre-qualify for their simplicity card. I just wished it would tell me a CL before I app. Lol
So, to app or not to app....that is the question. Lol
Does it say you're pre-aporoved?
Citi prequal tends to be more along the lines of "this fits what you described"
Does it have set APR?
It's really up to you. Citi frequently pulls two CRAs, verification is common, and SLs tend to be low

Looks like they are offering the highest APR after thr 0% intro period. Probably due to the recent 30 day late.
Balance Transfer Rate:
0% Intro APR on balance transfers for 21 months; after that the variable APR will be 16.24% - 26.24%, based on your creditworthiness1
One thing to keep in mind, Citi has raised the transfer fee rates .. (5%)
"Balance transfer fee of either $5 or 5% of the amount of each transfer, whichever is greater1"
and as mentioned upthread, they are not known for generousity with SL's
How soon can you get that balance below 10% UT? That would be the fastest way to raise your scores.
