It's my understanding that FICO only looks back 12 months for new accounts and hard inquiries, but VantageScore penalizes back to 24 months.

Hard inquiries show up for 2 years but only count for 1 year for the purposes of FICO scoring.  As for Vantage 3.0 scores, yes, hard pulls do count for 2 years, but honestly, who cares?
