How long before a delete is really deleted?

1 account that I didn't know about (Alliance One) was on my report - I paid and she said she would delete. But they're not deleted yet - it's only been a week or so. Another old account that's paid - I called the other day and the collector (nice guy) remembered me and said he would be happy to delete it from my account. It's still there. Should I expect it to take a month? Anyone know?

Do you have anything in writing from them stating they agreed to delete?

Alliance One continues to argue with me that "Capital One" has put in an order to not allow deletion on any of their accounts.  Is there a way around this?  I have a pre-made contract I could fax them(pfd verification) but I cant ever get anyone on the phone that is even close to willing.

Can you or anyone give me a preview on how a letter requesting deletion is supposed to be written?
