My scores are 607 and 613. I have a maxed credit card which I plan to pay down to zero during the next 3 months, which I know will help my score significantly.
The other primary factor bringing my scores down is my history of late payments. If I pay everything on time every month, with no mistakes, how long will it be before my score increases? What is the rate of increase? For instance, is it a certain number of points per month, or after 6 month or a year there is an increase, etc?

Hi there and welcome to the forums.
There is really no one size fits all answer for you because everyone's situation and credit profile is different and always changing.
Much depends on how many lates are reporting, how severe the lates are (30, 60, 90 days late, etc.) and how recent they are.
Also what is still on your reports as these lates start falling off is also factored into your score. Late payments, unless removed early for whatever reason, can stay for up to 7 years from each individual date of delinquency.
If you don't mind giving more details you can get better and more informed suggestions and advice.

I am rather new to trying to understand credit, as you can see from my scores. This may sound stupid, but it hadn't occurred to me that my student loans are reflecting on my credit score. Over the years, I've let the student loans go when money is tight, because I figured I those loans would take so long to pay off that being late a month or two wouldn't make much difference. Student loans don't seem to affect me, since it's not like a utility in danger of being shut off. I'm really glad I checked my report and found this out, because I was wrong.
I have 2 credit cards, one with an occasional 30-day late and that has a balance of around $1,300 out of $1,500 max. I got the other credit card 6 months ago through my bank. It has zero balance and I've never had a late payment with it, I use a bit and pay it off each month. I got it intentionally to try to raise my credit by establishing good credit.
Altogether, I have 4 student loans that have had deliquencies recently. Two of those have been 60 days past due twice each within the last few months. I've started to budget recently (I know, another no-brainer, but better late than never). I was wondering in what time frame I could raise my credit score to a reasonable number, to keep my credit at a good level.

It really is important to know exactly what your reports say.

In 2007 I had two 30-day late payments and one 60-day late payment on an account that is no longer open. This is still showing though.
In Nov 2010 and January 2011, I had 60-day late payments on two student loans. I count them as one loan since I make one payment which applies to both. This is why they have exactly the same payment dates. But the credit bureaus count the unsubsidized and subsidized loans as two separate loans, so it totals to four 60 day late payments recently. For some reason, TransUnion counted November twice, which makes the number of late payments look even worse than it is.
One credit card was 30 days late in Feb 2011, and 30 days late for 4 months in a row last year, Oct 2009 to Jan 2010.
Yeah, the more I look at it, the more this pattern of late payments really sucks.

The most recent lates are the ones you need to concentrate on first and although the older 30 day lates (2007, 2009, and 2010) are starting to lose their sting as far as scoring goes creditors can still see all of them and that can make them very nervous.
You need to start a very aggressive but cordial GW (Good Will) letter campaign to get all of these lates removed but especially the most recent 60 day lates and the 30 day late from 2/2011. You can do a search here onsite for a particular creditor and see how others have approached them with GW requests and what seemed to work and not work so well.
Creditors are under no obligation to grant GW deletions but it does happen to many people. Persistence seems to be the key. If you get a no for an answer just keep trying. It's worth it if you can get even one late payment entry removed.
Do you have any other negative items in your reports besides the late payments?
May I ask where you got your scores? No one has been able to buy their own Experian FICO score since February of 2009. Creditors can pull Experian and also there is a CU (PSECU) in Pennsylvania that supplies that information to it's members only. You can only buy true FICO scores at a few places. One place is here at myFICO. I suggest you do an internet search for "myfico discount codes" to save a little money.
At one time you could also purchase your Transunion score at transunioncs.com but that site seems to have stopped doing that. Equifax will still sell you a FICO score but you have to look very hard to find it. Though unless you are planning to apply for new credit in the near future I would be more concerned with repairing your profile than what your score might be at this time and how much each late is hurting you.
All this is just my opinion and I'm certainly no expert on GW's and the like. Hopefully others with more experience will also add some comments and suggestions.

Thanks, I'll look into the "goodwill" letters. I never thought of that, but how is it possible? If the records are accurate, how can they be (legally) altered?
The other factor holding my credit down in a maxed out credit card. I have a limit of $1500 and there is about a $1300 balance. I'm working on it, I've re-budgeted so I can put about $400/month toward that card. It's so hard to pay off because the high interest rate almost negates the payments. I'll never rack it up again, but what's done is done.
Also, I got the scores for Equifax and Transunion here at myfico.com. About a month ago I tried two trial "free" programs for a credit check. One said my Experian score was 620, the other said 590. The discrepency led me to believe neither was probably accurate, and I started checking around to find out how to get an accurate score and arrived here. I still don't know what my Experian score is, but the other two scores are very close together so I'm sure it's in the ballpark.

If you got your scores here then they are accurate although the Transunion score available here is an oler version (TU98) and it seems most if not all lenders use the newer TU04.
That maxed out card is definitely holding down your score. Revolving account utilization is 30% of your total score and is second in importance only to payment history (35%) in calculating a score. Right now your utilization is 87% and that is very high.
The fastest way to raise your score is getting that balance down. And scoring has no memory. Every month (for most cards) whatever the balance is on the statement is what is used to calculate utilization for that month. I would put every extra dollar I could find to pay on that account.
If that is your only card at some point in the future you probably should get a second card. When you are ready to do that I'd ask for advice over in the Credit Cards board. Be prepared to get LOTS of different advice and suggestions there. Do your research and try and get a card that will grow with you and fits your particular situation and don't just apply for something because you can.
Almost forgot. About removal of those lates through GW letters. Yes those lates are accurate but basically all that the creditors will do is stop reporting them to the CRA's. A creditor (any creditor) can choose whatever information they want to send to a CRA. They legally never have to send anything but if they do it needs to be correct. All I know is that from reading many, many posts here GW's do work.

I am in the same boat. I have 2 cards that have lates.., i judgment paid off, a collection paid off the lates are showing as negatives any info would be helpful?
Card 1 - may 2008 - 30 days, June 60 days, Sept 30 days
and
card 2 - 2008 - -----------, June 30 days, Sept 30 days
I paid off a judgment for a student loan
July 2010 $3800.00 it did not post until Oct 2010
This judgment was filed April 2008
Everything is paid and has been current had a tough time in 2008, how long before these are behind me and fall off and give my score a boost, I can't get past 650 EQ
again any advice would be very helpful.

Hello and welcome to the forums.
If you're unable to get any of the negatives removed early then this is the CRTP (Credit Reporting Time Period) for each type:
* Late payments report for 7 years from each individual date of delinquency. You can try writing GW (GOOD Will) letters to the creditors and try and get theae deleted early.
* Collections can report for up to 7.5 years from the DoFD (Date of First Delinquency) on the OC (Original Creditor) account that led to the collection. You can write GW's for these also.
* Paid judgments drop from your CR after 7 years from the date of court judgment. You have to have a judgment vacated by a court. I've never had to do this though so I'm not up to speed as to how exactly you get this done. Hopefully others will give more details.
