Two thoughts,
1. I believe that the general concensus is that dirty buckets have score maximums, so you could be correct in thinking that you have a buffer of points.
2. Some other innocuous change, such as an account hitting 6 months of age, could have offset the inquiry/new account by the exact same points.
I also though about your #2 point but figured the chances of that happening the exact number of points on all 3 bureaus was pretty slim. Suppose it’s possible though.
i have heard buffers talked talked about extensively regarding max 850 scores but I can’t recall reading about dirty bucket buffers.
I think I found a bucket max for mortgage scores. Two of my three reports are exactly at 725, the third one is lower, but TU has an erroneous 30d on it. I'll know in 3 days.

Dirty scorecards do have maximums and there may be buffers. Additionally, if you had opened a new account or accounts relatively recently, adding another one a few months later often has no impact on score - the penalty has alredy been assessed. Many believe (myself included) that inquiries are binned. If so, adding or removing an inquiry only affects score if it changes bins.
An example of inquiry binning is:
0, 1, 2-3, 4-6, 7-9, 10 or more.
