You are wondering whether your FICO 9 score will begin being provided to you by PenFed shortly after that card begins appearing on your credit reports. Is that right?
If they are like most other CC issuers, it is monthly. But bear in mind that the first few months most credit cards will be unablle to show you a score. Again, that's the way most issuers work.

Penfed traditionally has been quarterly, posted one month after they pull.
Not sure now with the changes and I don't seem to have the option to view my score at all anymore; could be because of a switchover.
Edit: it was a Chrome bug, apparently they switched over on 7/11/17 based on my last pull.
Ding dong Nextgen score is dead, the stupid score is dead!
