I think you need to have $770 report on a card with at least a $10K limit to optimize you score to the greatest extent possible.

I double checked my old reports and when I reported a small balance it did say I had 1% total utilization however I did lose lose points on each CB and the same exact number of points were regained when I let a second card report enough to bring me up to a true 1% balance. This has happened to me twice.

Yes, having all accounts report $0 balance will hurt score due to: "No recent activity on revolving accounts". How much? - 15 to 20 points for typical profiles.
