Basically my question is, what does a person needs to do to end up with lowest score on the scale.
I've seen some in upper 400s, but I cannot say that I've personally seen anyone sporting 300s

You bring up a good point and I don't think I have ever seen anyone in the 300's either. This is an older article but I tend to agree that you would have to hit rock bottom.
It might not actually be possible.
It used to be that certain things were basically mutually exclusive in the older models and as such you couldn't get to 850... they changed that in FICO 8 but nobody really talked at all about the lower scoring brackets.
Could go look at the Experian score range publication I forget but I am not sure it goes all the way down to minimum score.
TBH it would probably need something like 5 accounts that all went to CO no BK and first payment default style and no positive history for FICO 8, and all actively reporting each month. Maybe a collection or two but that's a different scorecard too.
I suspect those that might fall into that category never check their credit at all, even mine with a tax lien, 60D late and collections with only about 2 years of payment history before the 30/60D/CLS was still mid 500's or higher.

If you have become bored and decided this is a new goal, perhaps you should consider a hobby other than credit? 😯
Here is some official Experian data from 2017 showing the scores associated with the lowest decile for each Classic Fico model from Fico 98 thru Fico 9. A 350 Fico Score 2 (Fico 98 model) is bottom 0.1% or less. (1 in 1000 or perhaps even 1 in 5000). Rare indeed.
