Been working to pay off credit cards debt. All accounts are current with exception of Credit One negative entry, but account was closed with no balance. Help??????

Do you know your TU and EQ scores? Are they in the same range?
When you state all accounts are current with exception of Credit One, were these accounts always current, or do you have prior lates on these open accounts?
How many inquiries within last year and is your youngest open account over 1 yr old? If not how many months?
Credit Cards, are you carrying a balance that is reported each and every month? Less accounts that are reporting a balance (not to be confused with usage and paying off before statement cuts) help.
What is your overall aggregate utilization? Score bump thresholds are <88.9%, then 68.9%, 48.9%, and biggest gain I've seen is getting it down under 28.9% overall. Only if you are seeking approvals for a mortgage, auto, or really prime bank card do you want to strive for lower 8.9% and it be only on one card.

Just paid-off Military Star card, but this account is currently closed. I'd inquired to them, and they stated that because the account was closed, I'll have to wait for 90 days before I can reopen the account.
Credit One c/c was charged-off and balance was paid through a collection agency.
There are 7 other closed accounts and were paid-in-full.
Had another c/card from Capital One that is currently closed, but was paid off.
Nationwide ACC account is currently showing a $30 balance that is carried forward from one month to another, but phones listed on them do not work and I am not able to pay-off and remove this account from my files.
My target is a 700 FICO and higher because I am looking of applying for vehicle loan/new house.
Current Util is 33% as shown below:

Current utilization at between 3-7% not 33%.

I thought Nationwide ACC was closed? You don't count utilization towards any closed accounts. If this Nationwide is closed, with a now limit of $0 that is over 100%. Anything in your file including closed accounts, paid collections. any accounts that were ever late 30, 60, 90,120 are supressing your scores.
It's a waiting game of them aging off 7 years, or doing a saturation goodwill letter campaign. You can search that in the forums. Pull your free annual credit report and find out the date the closed derog accounts are due to age off, start with the most recent.
On cards that are still open, keep low utilization, strive to never go above 28.9% of a credit card's total line of credit. Pay promptly and more than minimum if carrying a balance.
Whats the date of first deliquency for the Credit One account?
