Want to check with you guys if this is normal . For the past three/four months , my TU score has been tracking my utilization only in the opposite direction .
May - Overall Utilization - 5% - TU Fico Score - 766
Jun - Overall Utilization - 8% - TU Fico Score - 778
Jul - Overall Utilization - 1% - TU Fico Score - 754 .
There are no new inquiries or accounts added in these months . Bulk of my balances was in my AMEX account and I thought paying down will boost my FICO score , instead it has reduced my score .

It would be helpful if you could share some additional information such as:
1) Total # cards open
2) # cards reporting a non zero balance each month and per card utilization for cards reporting a balance.
3) any comments in reason codes that changed as your score went up/down.
That amount of score fluctuation you show seems rather severe given you maintained overall utilization below 10% the whole time.
Score can drop if there are no credit cards reporting a balance. Charge cards are categorized differently from credit cards in Fico 8. They may count toward utilization use but not revolving credit use. I believe 2 of the 3 CRAs treat charge cards differently so details on type of cards used each month might shed some light.
Look at your reason statements and check for comments relating to credit use.

What makes you say rebucketing? There's three months of score changes.
